The first census was 38 years earlier, this is the second, and it reflects population growth, but also loss resulting from plagues. The end total is almost the same as when they began their wandering, which is a sign of blessing. Serah, daughter of Asher is mentioned in 26:46, and the daughters of men with no sons are ensured an inheritance in the Promised Land in chapter 27. Joshua is arranged to succeed Moses. This power transfer is the reason for the laws of 28 through 30.
